Callers should switch to using the `Backoff{...}.DelayWithReset(clock, resetInterval)` method and must set the `Steps` field when using `Factor`. As a short term change, callers may use the `Timer()` method on the `BackoffManager` until the backoff managers are deprecated and removed.
