Offline Mode Design

  We cannot take the approach outlined below of detecting which remote
  repositories are "really" offline, since offline mode is more of a behavior,
  and this will lead to counter-intuitive results. A different feature may exist
  unimplemented, which is to detect when the network is down and provide better

We are going to override the internal parts of Peewee that use `threading.local` and replace them with `contextvars`, with the corresponding updates.

This might seem a bit complex (and it actually is), you don't really need to completely understand how it works to use it.

We will create a `PeeweeConnectionState`:

 *  Fix: Change `Headers.toString()` to redact authorization and cookie headers.
 *  Fix: Don't do DNS to get the hostname for `RecordedRequest.requestUrl`. This was doing a DNS
    lookup for the local hostname, but we really just wanted the `Host` header.
 *  Fix: Don't crash with a `InaccessibleObjectException` when detecting the platform trust manager

A secondary goal was to enable a smoother on-ramp from "Zero" to "Getting some value".
Historically, Istio had to really be consumed all-or-nothing for things to work as expected.
In particular, an easy answer to "I just want to have mTLS everywhere, then I can think about adopting the rest of service mesh" was desired.
