- Kubeadm: bumped the timeout of the `kubeadm upgrade` `CreateJob` preflight check to 1 minute. This allows Windows worker nodes to have more time to run the preflight check. - Kubeadm: generate CA certificates with a start time that is offset 5 minutes in the past relative to the current system time to workaround cases of clock desync.

  * Renamed Kubelet metric certificate_manager_server_expiration_seconds to certificate_manager_server_ttl_seconds and changed to report the second until expiration at read time rather than absolute time of expiry. 
  * Improved accuracy of Kubelet metric rest_client_exec_plugin_ttl_seconds.

## Known Issues for v1.5.1

- `hack/local-up-cluster.sh` script times out waiting for apiserver to answer, see [#38847](https://github.com/kubernetes/kubernetes/issues/38847).

After its deprecation in v1.20, the dockershim component has been removed from the kubelet.
From v1.24 onwards, you will need to either use one of the other [supported runtimes](https://kubernetes.io/docs/setup/production-environment/container-runtimes/) (such as containerd or CRI-O)
or use cri-dockerd if you are relying on Docker Engine as your container runtime.
