In 1.12, SIG Cluster lifecycle has focused on improving the user experience in kubeadm, by fixing a number of bugs and adding some new important features.

Here is a list of some of the changes that have been made to kubeadm:

- Kubeadm internal config has been promoted to `v1alpha3`:
  - `v1alpha1` has been removed.

  - `timeout` default changed from `30s` to `10s` for v1
  - `sideEffects` default value is removed, and the field made required, and only `None` and `NoneOnDryRun` are permitted for v1
  - `admissionReviewVersions` default value is removed and the field made required for v1 (supported versions for AdmissionReview are `v1` and `v1beta1`)

As far as platforms, working with SIG-Windows, enhancements were made to the kubelet to improve platform support on Windows operating systems, and improvements to resource management were also made.  In particular, support for sysctls on Linux graduated to beta.

For the 1.13 release, SIG API Machinery is happy to announce that the [dry-run functionality](https://kubernetes.io/docs/reference/using-api/api-concepts/#dry-run) is now beta.

### SIG Auth

* Fixed issue 63608, which is that under rare circumstances the ResourceQuota admission controller could lose track of an request in progress and time out after waiting 10 seconds for a decision to be made.
