### Bug or Regression

SIG-OpenStack development was primarily focused on fixing bugs and improving feature parity with OpenStack resources. New features were primarily limited to the external provider in an effort to drive adoption of the OpenStack external provider over the in-tree provider.

In-tree bug fixes and improvements included:
- Fix load balancer status without VIP.
- Fix filtering of server status.
- Fix resizing PVC of Cinder volume.

- Added a delay to node updates after kubelet startup. A random offset, based on the configured `nodeStatusReportFrequency`, helped distribute traffic and load from node status updates more evenly over time.
