Remove 2 TLSv1.3 cipher suites that are neither available on OkHttp’s host platforms nor enabled in releases of Chrome and Firefox.

### Logging Console Target

Console target is on always and cannot be disabled.

### Logging HTTP Target

HTTP target logs to a generic HTTP endpoint in JSON format and is not enabled by default. To enable HTTP target logging you would have to update your MinIO server configuration using `mc admin config set` command.

- If you are running the cloud-controller-manager and you have the `pvlabel.kubernetes.io` alpha Initializer enabled, you must now enable PersistentVolume labeling using the `PersistentVolumeLabel` admission controller instead. You can do this by adding `PersistentVolumeLabel` in the `--enable-admission-plugins` kube-apiserver flag. ### Configuration cache enabled by default

The build of Gradle enables the configuration cache by default as a dogfooding experiment.
