the host linker. The default value for the host linker is $CC, split
into fields, or else "gcc". The specific host linker command line can
be overridden using command line flags: cmd/link -extld=clang
-extldflags='-ggdb -O3'. If any package in a build includes a .cc or
other file compiled by the C++ compiler, the go tool will use the
-extld option to set the host linker to the C++ compiler.

Previously, large builds could see 100%+ build time increase from enabling PGO.
In Go 1.23, overhead should be in the single digit percentages.

## Assembler {#assembler}

On Windows, [EvalSymlinks] no longer evaluates mount points,
which was a source of many inconsistencies and bugs.
This behavior is controlled by the `winsymlink` setting.
For Go 1.23, it defaults to `winsymlink=1`.
Previous versions default to `winsymlink=0`.

On Windows, [EvalSymlinks] no longer tries to normalize
volumes to drive letters, which was not always even possible.
This behavior is controlled by the `winreadlinkvolume` setting.

        `DynamicLossScale` will no longer affect the weights of the
        LossScaleOptimizer, and vice versa.
    *   The global policy can no longer be set to a non-floating point policy in
        `tf.keras.mixed_precision.experimental.set_policy`
    *   In `Layer.call`, `AutoCastVariable`s will no longer be casted within
