Kubeadm: Automate certificate copy between control planes in HA setups

- Joining control plane nodes to a HA cluster can now be simplified by enabling the optional automatic copy of certificates from an existing control plane node.

<code>len(src)</code> and <code>len(dst)</code>.
As a special case, <code>copy</code> also accepts a destination argument
assignable to type <code>[]byte</code> with a source argument of a
<code>string</code> type.
This form copies the bytes from the string into the byte slice.

- The `controller.kubernetes.io/pod-deletion-cost` annotation can be set to offer a hint on the cost of deleting a `Pod` compared to other pods belonging to the same ReplicaSet.
