koffManager` and `wait.NewJitteringBackoffManager` functions have been marked as deprecated.  Callers should switch to using the `Backoff{...}.DelayWithReset(clock, resetInterval)` method and must set the `Steps` field when using `Factor`. This section provides an overview of deprecated API versions, options, flags, and arguments. Deprecated means that we intend to remove the capability from a future release. After removal, the capability will no longer work. The sections are organized by SIGs.
