#### [alpha] Federated Horizontal Pod Autoscaling (HPA)

Federated HPAs are similar to the traditional Kubernetes HPAs, except
that they span multiple clusters. Creating a Federated HPA targeting
multiple clusters ensures that cluster-level autoscalers are
