verbosity and flush frequency can also be configured via the configuration file and not just via command line flags. In other commands (kube-apiserver, kube-controller-manager), the flags are listed in the "Logs flags" group and not under "Global" or "Misc". The type for `-vmodule` was made a bit more descriptive (`pattern=N,...` instead of `moduleSpec`).
