kubelet does not start pods that require networking before
    [networking is ready](https://github.com/kubernetes/kubernetes/issues/43014).
    This change may require changes to clients that gate pod creation and/or
    scheduling on the node condition `type` `Ready` `status` being `True` for pods
    that need to run prior to the network being ready.
* **Enhance Kubelet QoS**:

- Containers which specify a `startupProbe` but not a `readinessProbe` were previously considered "ready" before the `startupProbe` completed, but are now considered "not-ready". ([#92196](https://github.com/kubernetes/kubernetes/pull/92196), [@thockin](https://github.com/thockin)) [SIG Node]

    * Change eviction policies in NodeController:
      *  add a "partialDisruption" mode, when more than 33% of Nodes in the zone are not Ready
      *  add "fullDisruption" mode, when all Nodes in the zone are not Ready
    * Eviction behavior depends on the mode in which NodeController is operating:

 *  Fix: Don't call `EventListener.responseHeadersStart()` or `responseBodyStart()` until bytes have
    been received. Previously these events were incorrectly sent too early, when OkHttp was ready to
    read the response headers or body, which mislead tracing tools. Note that the `responseFailed()`
    event always used to follow one of these events; now it may be sent without them.

If in your use case there's no problem in running those previous steps **multiple times in parallel** (for example if you are not running database migrations, but just checking if the database is ready yet), then you could also just put them in each container right before starting the main process.
