Labels are declared by <a href="#Labeled_statements">labeled statements</a> and are
used in the <a href="#Break_statements">"break"</a>,
<a href="#Continue_statements">"continue"</a>, and
<a href="#Goto_statements">"goto"</a> statements.
It is illegal to define a label that is never used.
In contrast to other identifiers, labels are not block scoped and do
