A few special functions convert between Go and C types
by making copies of the data. In pseudo-Go definitions:

    *   `converter.convert()` no longer returns a `tf.function`. Now the
        function must be accessed from the saved model.

- Fixed issue where `kubectl-convert` would fail when encountering resources that could not be converted to the specified api version.
