When the feature is disabled, the TLS cache can grow indefinitely and client certificate rotation go routines are leaked.  The new rest_client_transport_cert_rotation_gc_calls_total{} and rest_client_transport_cache_gc_calls_total{result: deleted/skipped} counter metrics can be used with the preexisting rest_client_transport_* metrics to help with debugging.
