The function does the following:

* Takes a `first_name` and `last_name`.
* Converts the first letter of each one to upper case with `title()`.
* <abbr title="Puts them together, as one. With the contents of one after the other.">Concatenates</abbr> them with a space in the middle.

copied from the cgo input files. Functions with multiple
return values are mapped to functions returning a struct.

Not all Go types can be mapped to C types in a useful way.
