#### CRD Watcher

For watches against custom types (CRDs), we want to gracefully handle missing CRDs. Naively starting informers against the missing types would result in errors and blocking startup. Instead, we introduce a "CRD Watcher" component that watches the CRDs in the cluster to determine if they are available or not.

This is consumed in two ways:

     * All that said: I haven't actually managed to make this particular test produce a TSAN error
     * for the field accesses in MapIteratorCache. This test *has* found other TSAN errors,
     * including in MapRetrievalCache, so I'm not sure why this one is different. I did at least
     * confirm that my change to MapIteratorCache fixes the TSAN error in the (larger) test it was
     * originally reported in.

In Pydantic version 1 the configuration was done in an internal class `Config`, in Pydantic version 2 it's done in an attribute `model_config`. This attribute takes a `dict`, and to get autocompletion and inline errors you can import and use `SettingsConfigDict` to define that `dict`.
