// allows code like "tf.constant(1.)" or "tf.reduce_sum(..., axis=1)" // (where the value starts on the host), without allowing other implicit // copies/broadcasts. Other implicit copies may be supported eventually, // but need special handling for gradients (gradient of copy-on is not // just copy-off but includes a sum) and consideration of performance. //

This comes up in several situations: * * * If neither a proxy nor proxy selector is configured. * * If the proxy is configured explicitly as [Proxy.NO_PROXY]. * * If the proxy selector returns only [Proxy.NO_PROXY]. * * If the proxy selector returns an empty list or null. * * Otherwise it lists the proxies in the order they will be attempted. *

CHANGELOG/CHANGELOG-1.18.md
1. Currently, if users were to explicitly specify CacheSize of 0 for KMS provider, they would end-up with a provider that caches up to 1000 keys. This PR changes this behavior. Post this PR, when users supply 0 for CacheSize this will result in a validation error. 2. CacheSize type was changed from int32 to *int32. This allows defaulting logic to differentiate between cases where users explicitly supplied 0 vs. not supplied any value.
