- hack/lib/util.sh: some bash cleanups
    
    - switched one spot to use kube::logging
    - make kube::util::find-binary return an error when it doesn't find
      anything so that hack scripts fail fast instead of with '' binary not
      found errors.
    - this required deleting some genfeddoc stuff. the binary no longer
      exists in k/k repo since we removed federation/, and I don't see it

  for actions against a CRI endpoint. The kubeadm deb/rpm packages will continue to install the `cri-tools`
  package for one more release, but in you must adapt your scripts to install `crictl` manually from
  https://github.com/kubernetes-sigs/cri-tools/releases or a different location.
  
  The `kubeadm` package will stop depending on the `cri-tools` package in Kubernetes 1.32, which means that

- Remove the deprecated flag `--experimental-check-node-capabilities-before-mount`. With CSI now GA, there is a better alternative. Remove any use of  `--experimental-check-node-capabilities-before-mount` from your kubelet scripts or manifests.
