When possible, each GODEBUG setting has an associated
[runtime/metrics](/pkg/runtime/metrics/) counter
named `/godebug/non-default-behavior/<name>:events`
that counts the number of times a particular program's
behavior has changed based on a non-default value
for that setting.
For example, when `GODEBUG=http2client=0` is set,
`/godebug/non-default-behavior/http2client:events`

            associated with a Maven project can lack a file. As such, this annotation is meant for Mojos that only
            want to analyze the set of transitive dependencies, in particular during early lifecycle phases where
            full dependency resolution might fail due to projects which haven't been built yet.
