OkHttp HPACK tests

These tests use the [hpack-test-case][1] project to validate OkHttp's HPACK
implementation.  The HPACK test cases are in a separate git submodule, so to
initialize them, you must run:

    git submodule init
    git submodule update

 * Add maven goal to avoid manual call to git submodule init.
 * Make hpack-test-case update itself from git, and run new tests.

This practice is common enough that it has a name, these environment variables are commonly placed in a file `.env`, and the file is called a "dotenv".

Layout and Syntax

CI is run by Jenkins at [elasticsearch-ci](https://elasticsearch-ci.elastic.co/).
Jobs live in the [jobs.t](jobs.t) directory, these are defined in YML using a syntax 
simmilar to [JJB](https://elasticsearch-ci.elastic.co/view/Elasticsearch%20master/).
Macros are not allowed, and each job must be defined in its own file.

This is very useful when you need to:

* Have shared logic (the same code logic again and again).
* Share database connections.
* Enforce security, authentication, role requirements, etc.
* And many other things...

All these, while minimizing code repetition.
