### API Change

- Scheduler skips NodeAffinity Score plugin when NodeAffinity Score plugin has nothing to do with a Pod.

- The Scheduler did not run the plugin Score method when its PreScore method returned a Skip status. In other words, the PreScore/Score plugin could return a Skip status in PreScore if the plugin did nothing in Score for that Pod.     * Function is disabled by default and can be enabled via scheduler policy config file.
    * If no parametrization is specified in config file it defaults to one which gives score 10 to utilization 0 and score 0 to utilization 100.
