internal linking mode. This approach is taken because generating
_cgo_import.go requires doing a full C link of the package, which can
fail for reasons that are irrelevant when using external linking mode.

A complete program is created by linking a single, unimported package
called the <i>main package</i> with all the packages it imports, transitively.

Setting CC is not necessary if the toolchain is built with CC_FOR_TARGET set.

To use the go tool to run individual programs and tests, put $GOROOT/bin into PATH to ensure
the go_ios_$GOARCH_exec wrapper is found. For example, to run the archive/tar tests:

When preparing any change that is permitted by Go 1 compatibility
but may nonetheless break some existing programs,
we first engineer the change to keep as many existing programs working as possible.

allows individual programs to opt back in to the old behavior.
