* Don't start a new attempt until 250 ms after the most recent attempt was started.

## Restarts { #restarts }

Similar to making sure your application is run on startup, you probably also want to make sure it is **restarted** after failures.

### We Make Mistakes { #we-make-mistakes }

Use PowerShell to add the path of the extracted GnuTLS binary to the system path:
