Linking Directives

In either linking mode, package-specific directives must be passed
through to cmd/link. These are communicated by writing //go: directives in a
Go source file compiled by gc. The directives are copied into the .o
object file and then processed by the linker.

The directives are:

Tracebacks for modules with `go` directives configuring Go 1.27 or later will now
include [runtime/pprof](https://pkg.go.dev/runtime/pprof) goroutine labels in
the header line. This behavior can be disabled with `GODEBUG=tracebacklabels=0`
