## Cache directory

The cache directory must be exclusively owned by a single instance.

Deleting the cache when it is no longer needed can be done.  However this may delete the purpose of the cache
which is designed to persist between app restarts.

- Added driver-owned fields in `ResourceSlice` to mark whether the device was shareable among multiple resource claims (or requests) and to specify how each capacity could be shared between different requests.
  - Added user-owned fields in `ResourceClaim` to specify resource requirements against each device capacity.

- DRA ResourceSlice controller: new optional `ReconcilePoolWithName` allows per-pool reconciliation without setting NodeName on slices, so the scheduler can use NodeSelector or allNodes for node-owned, cluster-visible resources (e.g. network-shared devices).
