Since we're only going to concern ourselves with states where localhost is
  still active, we only need to worry about this case when the server container
  is <<not>> installed on localhost. This allows the popular pattern of starting
  a server container in-JVM, running tests against it, and shutting it down.

perform in the UI we need to know the URI that is to be used with its given parameters. That URI in turn must map internally to a method in a given component which belongs to a plugin. This mapping should actually be more generalized and it shouldn’t matter internally whether this maps to the core application or extension of the application in the form of plugins.
