Then create a file `traefik.toml` with:

[entryPoints]
  [entryPoints.http]
    address = ":9999"

[providers]
  [providers.file]
    filename = "routes.toml"
```

This tells Traefik to listen on port 9999 and to use another file `routes.toml`.
