*   Adds `enable_tensor_equality()`, which switches the behavior such that:
    *   Tensors are no longer hashable.
    *   Tensors can be compared with `==` and `!=`, yielding a Boolean Tensor
        with element-wise comparison results. This will be the default behavior
        in 2.0.
