custom estimator with optimizer v2, you have to scale losses. We have
        new utilities to help scale losses `tf.nn.compute_average_loss`,
        `tf.nn.scale_regularization_loss`.

*   `tf.keras`:

    *   Premade models (including Linear and WideDeep) have been introduced for
        the purpose of replacing Premade estimators.
    *   Model saving changes

 - reach GA, and deprecate the beta, or
 - have a new beta version _(and deprecate the previous beta)_.

This release is mainly a big internal refactor to enable adding support for Pydantic models for `Form` fields, but that feature comes in the next release.

This release shouldn't affect apps using FastAPI in any way. You don't even have to upgrade to this version yet. It's just a checkpoint. 🤓
