This Op takes a SparseTensor and is the sparse counterpart to
`tf.reduce_sum()`.  In particular, this Op also returns a dense `Tensor`
instead of a sparse one.

Reduces `sp_input` along the dimensions given in `reduction_axes`.  Unless
