Distributions or administrators of Kubernetes may want to control that new Service CIDRs added to the cluster do not overlap with other networks on the cluster, that only belong to a specific range of IPs. With the manual enablement of this feature, the cluster will prefer automatic assignment from
the pool of Service IP addresses thereby reducing the risk of collision.

- Fixes issue where AAD token obtained by kubectl is incompatible with on-behalf-of flow and oidc. The audience claim before this fix has "spn:" prefix. After this fix, "spn:" prefix is omitted.
