kubeadm: Started using `k8s.io/system-validators` `v1.12.1` in `kubeadm` `v1.35`. During `kubeadm init`, `kubeadm join`, and `kubeadm upgrade`, the SystemVerification preflight check throws an error if cgroups v1 is detected and the detected `kubelet` version is `v1.35` or newer. For older versions of `kubelet`, a preflight warning is displayed.
  

- kubeadm commands now print warnings if input YAML documents contain unknown or duplicate fields.
- kubeadm now properly recognizes Docker 18.09.0 and newer, but still treats 18.06 as the default supported version.
- kubeadm now automatically sets the `--pod-infra-container-image` flag when starting the kubelet.

- The etcd and KMS plugin health checks are not exposed in the new `livez` and `readyz` endpoints. This will be fixed in 1.16.1.
