  With this patch, the external provisioner can remove the finalizer in next reconcile loop. Unfortunately if the provious existing pv has the Failed state, this patch won't take effort. - Give terminal phase correctly to all pods that will not be restarted. 

  In particular, assign Failed phase to pods which are deleted while pending. Also, assign a terminal 
  phase (Succeeded or Failed, depending on the exit statuses of the pod containers) to pods which
  are deleted while running.

  The feature gate `DisableKubeletCloudCredentialProviders` is currently in Alpha, which means is currently disabled by default. Once this feature gate moves to beta, in-tree credential providers will be disabled by default, and users will need to migrate to use external credential providers.
