<code>-</code>, <code>*</code>, <code>/</code>, and <code>&lt;&lt;</code> may legally
overflow and the resulting value exists and is deterministically defined
by the signed integer representation, the operation, and its operands.
Overflow does not cause a <a href="#Run_time_panics">run-time panic</a>.
