The context is used for timeout and cancellation signaling and to pass supplementary information to round trippers in the wrapped transport chain. - Callers of `wait.ExponentialBackoffWithContext` now must pass a `ConditionWithContextFunc` to be consistent with the signature and avoid creating a duplicate context.
