    - `apiserver_flowcontrol_demand_seats_stdev`: Time-weighted standard deviation, over last adjustment period, of demand_seats

  `sync_partial_proxy_rules_duration_seconds` (in addition to the existing\n`sync_proxy_rules_duration_seconds`),
  giving better information about the duration of each \nsync type, rather than

- `kubeadm`: added a new "kubeadm config validate" command that can be used to

runtime failures and now perform a more rigorous reconciliation to ensure static pods (especially those that use fixed UIDs) are restarted.  As a side effect of these changes static pods will be restarted with lower latency than before (2s vs 4s, on average) and rapid updates to pod configuration should take effect sooner.
