* StatefulSet: The deprecated `pod.alpha.kubernetes.io/initialized` annotation for interrupting the StatefulSet Pod management is now ignored. StatefulSets with this annotation set to `true` or with no value will behave just as they did in previous versions. Dormant StatefulSets with the annotation set to `false` will become active after upgrading.

It is worth noting again that kube-scheduler will use apiVersion `kubescheduler.config.k8s.io/v1alpha1` instead of `componentconfig/v1alpha1` in its configuration files in 1.13.

- Fix handling of aws-load-balancer-security-groups annotation. Security-Groups assigned with this annotation are no longer modified by kubernetes which is the expected behaviour of most users. Also no unnecessary Security-Groups are created anymore if this annotation is used. - kubeadm: all master components are now exclusively relying on the `PriorityClassName` pod spec for annotating them as cluster critical components. Since `scheduler.alpha.kubernetes.io/critical-pod` annotation is no longer supported by Kubernetes 1.14 this annotation is no longer added to master components.
