kube-scheduler removed `AzureDiskLimits` ,`CinderLimits` `EBSLimits` and `GCEPDLimits` plugin. Earlier, `kubeadm join` only did the discovery part and exited successfully without checking that the kubelet actually started properly and performed the TLS bootstrap correctly.
