Federations can be configured by settings the "federations" field to the value currently
      set in the command line.
    * Example:
      ```yaml
      kind: ConfigMap
      apiVersion: v1
      metadata:
        name: kube-dns
        namespace: kube-system
      data:
        federations: abc=def
      ```
